This multi-day school is designed to familiarize participants with accounting and financial reporting requirements for local governments in New York. The course provides guidance on certain operational issues, such as cash management, purchasing, processing claims for payment, accounting for capital projects and utilizing reserve funds.

When reviewing the annual budget or preparing next year’s budget, there are many commonly misunderstood terms or concepts that can lead to poorly structured budgets, or unmanaged financial condition. This session will identify those concepts commonly misunderstood by local government managers and governing boards, help explain how to properly implement these concepts and ways to prevent pitfalls in the budgeting process.

State law mandates that local governments adopt certain policies to provide standards and guidance for their employees. In addition, there are a host of other subject areas where “best practices” guide operations and where local governments should adopt policies and procedures tailored to suit their needs. This session will focus on the many programmatic areas where written policies are either required or highly recommended.

This multi-day school is designed to familiarize participants with the basic concepts of governmental accounting and give them a working knowledge of basic bookkeeping procedures such as understanding debits and credits, a discussion of the modified accrual system of accounting, the practice of maintaining the books and records, developing and accounting for the annual budget, as well as the year-end closing process.
