Community Members:
You are invited to join the International Coastal Cleanup Day Celebration tomorrow (Saturday, September 21) from noon to 5 p.m. at Marina Park, 1600 W. Balboa Blvd.
The event, hosted by the Newport Harbor Underwater Cleanup in partnership with the City, will feature live music, food trucks, vendors and a variety of environmental exhibits.
On Saturday morning, nearly 300 certified scuba divers will be diving at various locations in the harbor to remove sunken trash. Newport Beach Mayor Will O'Neill is scheduled at 2 p.m. to recognize the efforts of environmental groups and participants in the underwater cleanup.
The last harbor underwater cleanup event removed about 5,000 pounds of debris from Newport Harbor.
The underwater cleanup and celebration event is entirely volunteer-driven. I'd like to give a special thank you to the many volunteer organizers, scuba divers and other participants, as well as sponsors such as the Newport Harbor Foundation who have donated funds and in-kind assistance to make the event possible.
Visit the Newport Harbor Underwater Cleanup website to learn more. We look forward to seeing you at Marina Park for the festivities!
City Manager, Grace K. Leung

Earlier this month, detectives from the Newport Beach Police Department (NBPD), in cooperation with the California Department of Alcoholic Beverage Control (ABC), conducted a decoy operation aimed at clerks who sell alcohol to people under 21 years of age.
The operation involved adult decoys who attempted to purchase alcohol under the supervision of law enforcement officers. The decoys attempted to purchase alcohol from six liquor stores in Newport Beach. Of these businesses, one clerk sold alcohol to the decoy. The other five businesses correctly carded the underage decoys and refused to sell alcohol to them.
Selling alcoholic beverages to those under 21 may result in fines of up to $1,000 and/or community service for a first violation. In addition, ABC will take administrative action against the alcoholic beverage license belonging to the businesses where the illegal sales occurred. Possible repercussions include fines, suspension of the establishment’s liquor license or permanent revocation of the license.

The next City Council meeting is Tuesday, September 24. Items of interest are highlighted below. The entire agenda and reports can be viewed here.
A study session will begin at 4 p.m. Agenda items include:
- Balboa Peninsula Trolley and Future City Trolley Operations. Staff will provide an update on the Balboa Peninsula Trolley and seek input on a potential expansion of local transportation services.
The regular meeting will begin at 4:30 p.m. Agenda items include:
- A memorandum of understanding (MOU) with Laguna Beach County Water District for a new water well. Laguna Beach has purchased vacant property in Fountain Valley as a potential location for a new water well to pump additional groundwater. Newport Beach is proposing a partnership that would help meet current and future water needs for both cities. The proposed MOU outlines intentions and understandings for the project's early stages.
- A resolution to deny an appeal and uphold a decision by the City's Parks, Beaches and Recreation Commission to remove a special landmark blue gum eucalyptus tree at the Balboa Branch Library and Fire Station No. 1 at 110 E. Balboa Blvd. In March, the commission approved the removal of the eucalyptus tree, which shows evidence of decay and has an expected lifespan of no more than five years. That decision is now being appealed to the Council. The agenda item also requests approval of a permit and zoning exemption to allow demolition of the existing fire station/library building and construction of a new facility.
- Resolutions that would amend portions of the City's General Plan Housing Element, create housing opportunity zoning districts, and establish objective design standards for multi-unit developments. The Council will consider a narrowly focused amendment to the adopted and certified 6th Cycle Housing Element that would remove language requiring a vote of the electorate. In July, the Council determined that a vote of the electorate was not necessary per City Charter Section 423, because California law mandates the City adopt and implement the Housing Element. The related resolutions would amend the zoning and planning section of the Municipal Code to allow for implementation of the Housing Element and establish multi-unit design standards.
