The City is conducting a comprehensive update to Newport Beach's General Plan, which will help shape the growth and development of the community over the next two decades and beyond. Participation from residents is critical to ensure this document reflects a shared vision for the future needs and aspirations of the city.
In the first phase of the General Plan update, the City gathered input from nearly 6,000 people through public meetings, engagement at various events, and an online survey. Now, as we enter the second phase, we are once again asking for your help.
We invite all Newport Beach residents and stakeholders to share your vision for the future of Newport Beach by joining us at our upcoming community workshops in November and December.
Each workshop will focus on different aspects of the General Plan update:
- Recreation and Natural Resources | Thursday, November 14
- Coastal Resilience and Safety | Thursday, November 21
- Arts & Culture and Historical Resources | Wednesday, December 4
- Land Use and Harbor, Bay & Beaches | Thursday, December 5

 The California Department of Fish and Wildlife – Office of Spill Prevention and Response (OSPR) will conduct a boom deployment training exercise on Wednesday, October 23 beginning at 10 a.m. in the area of Lower Newport Bay and West Jetty View Park.
The entrance to Newport Harbor may be intermittently closed during the exercise.
This exercise is a part of OSPR’s ongoing efforts to improve spill response capabilities and ensure the protection of waterways and marine life.

 With the November 5 election around the corner, here's some voting information for Orange County registered voters.
You can vote in person at any Vote Center in Orange County. You can also drop off your ballot at any Vote Center.
- Beginning October 7 you can vote at the Registrar of Voters office, 1300 South Grand Avenue, Building C, Santa Ana, and at select Vote Centers.
- The Vote Center in the Newport Beach Civic Center Community Room, 100 Civic Center Dr., will open beginning October 26.
- All Vote Centers throughout Orange County will be open from November 2 to November 4 from 8 a.m. to 8 p.m., and on November 5 from 7 a.m. to 8 p.m.

Newport Beach residents are invited to bring documents and household electronic waste for free shredding and disposal on Saturday, October 19 from 8 a.m. to noon at the Newport Beach Corporation Yard, 592 Superior Ave. Free bags of mulch will be available for pickup (up to five 30-lb. bags per car).
The entrance to the event will be via Superior Avenue only.
Residency will be verified; please bring identification.
Residents can bring up to 10 standard file boxes of documents for shredding and household e-waste for disposal. No other household hazardous waste will be accepted. No batteries or medical waste please.

 Come out for the 7th Annual Halloween Spooktacular on Saturday, October 26 from 3 p.m. to 6 p.m. at Mariners Park & VJ Community Center, 1300 Irvine Ave.
This free community event includes music, a trunk-or-treat area, a haunted walkthrough, carnival games, bounce houses, costume contests, food trucks, and fun for the whole family. Food will be available for purchase from local favorites.
Parking is limited, so walking and biking are encouraged.

 Join us on Monday, October 28 at 7 p.m. at the Central Library Friends Room, 1000 Avocado Ave., for a free forum by Dr. Ryan DiGiovanni from the UCI Health Department of Orthopaedic Surgery. He will present "Understanding Osteoarthritis and It's Treatment Options." Doors open at 6:30 p.m. Register for this free event here.
The presentation is part of the 2024-25 season of Medicine in Our Backyard, presented by the Newport Beach Public Library Foundation in collaboration with UCI Health. The series features an extraordinary group of renowned doctors and researchers speaking on a wide range of topics.

The Newport Beach Public Library Foundation is hosting “It’s Your Money!,” a free series of financial workshops that runs through November 4.
The sessions are on Mondays from 10 a.m. to 11:30 a.m. at the Central Library, Friends Meeting Room, 1000 Avocado Ave. The instructors are local, fee only financial advisors; none of the speakers are licensed to sell any financial products.

 Staff from the City's Public Works Facilities Maintenance group recently restored drinking fountains and the bottle refill station at the 19th Street Bay Beach bathrooms.
Crews carefully removed, dismantled and sandblasted the existing fountains to remove old layers of paint and rust. They then restored the finishes and added new internal plumbing before reinstalling the fountains and refill station.
This project, along with other efforts to restore equipment when possible, conserves resources, reduces environmental impacts, and saves money.

 Road paving operations on Balboa Boulevard, Newport Boulevard, and 32nd Street are now underway and will continue through November 8.
The paving will occur along Balboa Boulevard from 16th Street to W. Coast Highway, Newport Boulevard from 21st Street to 30th Street, and 32nd Street between Balboa Boulevard and Marcus Avenue.
To reduce traffic congestion and minimize public disruption, work will be conducted during both daytime and nighttime hours.
Daytime paving operations will follow, beginning Monday, October 21, and conclude by Friday, November 8. Daytime working hours are limited from 7 a.m. to 4:30 p.m. and will include paving Balboa Boulevard (24th Street to W. Coast Highway) and 32nd Street (Balboa Boulevard to Marcus Avenue).
Road and lane closures will take place during working hours. Alternate routes and detours will be provided. Please observe and follow all temporary traffic control signs and personnel. Upon completion of the paving operations, additional work, such as signage, striping and utility adjustments, are expected to be finalized by December 6.
Thank you for your patience and cooperation as we continue to improve the city's streets.

 This week, the City’s homeless outreach and response teams:
- Permanently housed a person after a stay at the Costa Mesa Bridge Shelter.
- Reunited a person with family after a stay in the Costa Mesa Bridge Shelter.
- Placed two people at the Costa Mesa Bridge Shelter.
- Sheltered a person in a motel before a sober living placement.
- Continued to shelter people: 22 people who had been experiencing homelessness in Newport Beach are sheltered in the Costa Mesa Bridge Shelter.

The next City Council meeting is Tuesday, October 22. Items of interest are highlighted below. The entire agenda and reports can be viewed here.
The regular session will begin at 4 p.m. Agenda items include:
- Year-end budget results and surplus allocation. The City's Finance Department will present a report on revenues, expenditures and estimated fund balances for the fourth quarter of Fiscal Year 2023-24 and an analysis of the City’s financial activity from July 2023 through June 2024. An unrestricted General Fund operating surplus of $10.8 million is projected for FY 2023-24, $1.9 million higher than previously projected. Staff is recommending that the surplus be allocated to infrastructure projects or neighborhood capital improvements.
- Review of Visit Newport Beach (VNB) audited financial statements and expenditure report for Fiscal Year 2023-24. Under the City's agreement with VNB, audited financial statements and compliance expenditure reports are presented annually for review by the City Council. Due to the significant fees paid to Newport Beach & Company by VNB for services, Newport Beach & Company’s audited financial statements are also included for review.
- A public hearing and consideration of an amendment to Title 21 (Local Coastal Program Implementation Plan) of the Newport Beach Municipal Code relating
to accessory dwelling unit (ADU) regulations. The item would accept and incorporate modifications suggested by the California Coastal Commission in July to a City ordinance that was adopted by the City Council in 2023.
- A resolution related to the replacement of Collins Island Bridge. The action would approve a mitigated negative declaration and intent to prepare final construction documents. The project includes replacing the Collins Island Bridge and constructing new seawalls adjacent to the bridge. The Collins Island Bridge, built in 1953, is still serviceable but is approaching the end of its useful life. The proposed replacement bridge would be 31-feet long and 20.5 feet wide with a 13.75-foot travel lane, 4-foot-wide sidewalk, and concrete barriers on each side of the roadway. Park Avenue from Bay Front Alley would be improved along with the roadway transition onto Collins Island.
