Community Members:
This week I would like to congratulate the newest members of the City’s Community Emergency Response Team (CERT) and recognize the Newport Beach Fire Department for revitalizing the program after an extended COVID hiatus.
The CERT program plays an important role in our community, by training residents to assist first responders and provide support to their neighbors during a natural disaster or other crisis. CERT equips residents with disaster preparation and response skills that can be essential in an emergency.
The recent graduating class of 30 was the largest since 2019. These graduates, along with past CERT members, expand our community’s capacity to respond to natural disasters, medical emergencies and other incidents.
As Newport Beach Fire Chief Jeff Boyles recently said, “Having a well-trained CERT team bolsters our entire emergency response system. These dedicated community members serve as our eyes and ears on the ground during emergencies, providing a critical first line of support before our fire crews and paramedics arrive. Their training and readiness directly enhance Newport Beach’s resilience and ability to recover quickly.”
CERT volunteers act as “force multipliers” in emergency situations, extending the reach and effectiveness of our first responders. CERT members are trained to handle a wide range of emergency tasks, from light search and rescue and fire safety to first aid and triage.
I’d like to thank Chief Boyles, our Fire Department team and CERT coordinator David Gibson for reintroducing this important resource back to our community. Thanks also to the National Charity League’s Newport Beach chapter, whose members acted as medical patients during a recent CERT training exercise that simulated a natural disaster.
I encourage all Newport Beach residents to stay prepared for a variety of emergencies through the steps outlined in our disaster preparedness web page, including the Ready Newport Beach emergency preparedness manual.

On this upcoming Veterans Day, the City of Newport Beach honors all who served.
Please note, City Hall and most City facilities will be closed in observance of the holiday on Monday, November 11.
There will be no street sweeping on Veterans Day.
Residential trash and recycling pickup will continue as usual.

The public is invited to provide input on the scope of an upcoming Environmental Impact Report (EIR) for a proposed surf lagoon development at 3100 Irvine Ave., within a portion of of the Newport Beach Golf Course.
On Thursday, November 7, the City released a notice of preparation (NOP) for the proposed Snug Harbor Surf Park, shown in the rendering below. The NOP provides project information and invites the public and other agencies to comment on elements they would like to see evaluated in the project EIR.
Public input will be accepted between now and December 6. Input can be provided by email or at a public meeting on Wednesday, November 20 at 6 p.m. at the Civic Center Community Room, 100 Civic Center Dr.
An electronic copy of the NOP is available online and hard copies are available at City Hall and all City libraries.
The November 20 meeting will provide an opportunity for the public to provide comments on the scope of information and analysis to be included in the EIR.

You’re Invited: Nov. 14 General Plan Update Workshop on Recreation, Natural Resources
Newport Beach residents and stakeholders are invited to join a community workshop on updates to the recreation and natural resources elements of the City’s General Plan on Thursday, November 14 at 6 p.m. in the Friends Room of the Central Library, 1000 Avocado Ave. Refreshments will be provided.
The City is continuing to review and prepare an update for the community’s General Plan to reflect future needs and aspirations over the next 25 years. A key part of this important update is engaging with the community to gather your vision of the City’s future.
In the upcoming workshop, the project team will share a vision statement that was developed based on Phase One input and research. Community members will be asked to brainstorm in small groups on guiding principles, values and goals related to the Recreation Element and the Natural Resources Element of the General Plan.
Your thoughts, ideas, and input are important. We hope to see you there!

Join us this Sunday, November 10, from 3 to 4 p.m. for a free concert with celebrated piano soloist Victor Shlyakhtenko. The concert will be in the Friends Room at the Central Library, 1000 Avocado Ave.
The concert will feature the monumental B-Minor Sonata of Franz Liszt, along with works of the romantic era and early 20th Century.
Reservations are not required. Sunday Musicales are funded through donations from the Friends of the Library.

 The Newport Beach Public Library is pleased to present a Meet the Author event featuring Michael Cannivet, CFA, author of "The Four-Minute Retirement Plan" on Tuesday, November 12 from 7 p.m. to 8:30 p.m. at the Central Library Friends Room, 1000 Avocado Ave.
The book offers an accessible, straightforward and efficient approach to retirement planning for everyone from young professionals to those on the brink of their retirement years.

- Re-enrolled a client into services and reinstated his benefits for medical care.
- Enrolled one person into services.
- Continued to shelter people: 23 people who had been experiencing homelessness in Newport Beach are sheltered in the Costa Mesa Bridge Shelter.

The next City Council meeting is Tuesday, November 12. Items of interest are highlighted below. The entire agenda and reports can be viewed here.
The City Council meeting will begin at 4 p.m. with presentations, followed by a closed session. The regular meeting will begin at 5 p.m. after the closed session. Agenda items include:
- Amendments to the City’s General Plan and Castaways Marina development plan related to a proposed aquatic facility at Lower Castaways Park, 100 Dover Dr. The amendments would allow the City to consider the development of a Lower Castaways Aquatic Facility as discussed at an October 8 City Council study session. The study session presented a Council Ad Hoc committee recommendation for a community recreational pool facility, which would include a 9,000-square-foot building, 50-meter pool, therapy pool, splash pad, hand boat launch, and event venue.
- A lease amendment with Newport Harbor Post No. 291 of the American Legion for the use of City and tidelands property at 215 15th St. The City has leased the site to the American Legion, which serves active duty and veterans of the U.S. armed forces, since 1940. The proposed amendments would revise rent payment calculations and update other terms of the lease.
- Acceptance of a $360,000 grant from the California Office of Traffic Safety to fund DUI enforcement and awareness, traffic safety operations, and sobriety checkpoints. The grant funds will pay overtime and benefits costs for Newport Beach Police Department officers assigned to DUI checkpoints, DUI patrol operations and traffic enforcement operations related to distracted driving, motorcycle safety, and bicycle/pedestrian enforcement.
- Establishment of development impact fees for new residential and commercial development. Approval of this item would allow one-time charges to be imposed on new developments to fund public infrastructure and services needed to accommodate the increased demand created by the new development. The proposed fees would apply to new residential development included in the City’s updated Housing Element and new commercial developments. Historically the City has offset the impacts of new development through individual development agreements, which will largely be eliminated with the recently adopted housing element.
- Approval of a recommendation by the City Arts Commission to adjust the rotation schedule for the Sculpture Exhibition in Civic Center Park and artist honorariums. Changing the rotation of each sculpture from 2 years to 3 years would result in an estimated savings of about $90,000 over 3 years.
- Approval of a five-year professional services agreement with Visit Newport Beach Inc. (VNB) for tourism-focused marketing and promotional programs and activities. VNB, a business unit of Newport Beach & Company, provides destination marketing services to the City under an agreement that will expire on December 31. Under the current agreement, VNB receives 18% of all commercial and residential Transit Occupancy Tax (TOT) revenues collected by the City. Under the new proposed agreement, the City would retain TOT revenues from short-term lodging to further address impacts and community needs associated with short-term rentals. To offset the loss of short-term lodging TOT revenue, VNB would receive 23 percent of commercial (hotel) TOT revenues, estimated at $7.05 million in FY 2025-26. The agreement includes steps to increase transparency in the use of public funds, including consolidating Visit Newport Beach, Inc. and Newport Beach & Company into one organization, changing the composition of the board of directors, and other terms related to audits, executive compensation, economic disclosures, travel expenses, and limitations on political activity.
