Newport Beach is fortunate to have a unique and touching Memorial Day tribute each year to our fallen servicemen and women – the Field of Honor at Castaways Park, 700 Dover Dr.
This year marks the 16th year the Field of Honor flags have adorned our city.
The event is presented by the Exchange Club of Newport Harbor in recognition of Armed Forces Day and Memorial Day and in honor of our country's servicemembers and first responders.
The public is invited to dedicate one or more of the Field of Honor flags to a servicemember and/or to a first responder. Each dedicated flag carries a ribbon with the name of the individual to whom the flag is dedicated.
Field of Honor runs through Memorial Day and is open to the public at no cost from 9 a.m. to 5 p.m. daily. A special Memorial Day celebration will be on Monday, May 26 at noon.
As a reminder, City Hall and most City facilities will be closed in observance of the Memorial Day Holiday. There will be no street sweeping on May 26. For the remainder of the week, street sweeping will be on its regular schedule. Also, there will be no trash collection on May 26 and residential trash will be delayed by one day for the remainder of the week.
I hope you enjoy the holiday, and – at the Field of Honor or another setting – take a few moments to remember the men and women of our armed forces who made the ultimate sacrifice for our country.

The Balboa Peninsula Trolley will resume operations on Memorial Day weekend, with free service continuing throughout the summer on weekends and holidays.
Beginning on Saturday, May 24, the trolley service will be available from 10 a.m. to 9:30 p.m. on Saturdays and Sundays as well as Memorial Day (May 26), Independence Day (July 4), and Labor Day (September 1). The trolley is a fun and free way to explore the peninsula.
There are 22 designated stops along the trolley route. Trolleys are scheduled to arrive in 15-minute intervals, which may vary slightly depending on traffic conditions. Riders are invited to climb aboard or exit the trolley at any of the stops along the way to and from the Balboa Pier and Fun Zone area.
For those planning a day at the beach, the trolley can accommodate bicycles, surfboards under six feet long, and beach gear. Trolley riders traveling from outside the area can utilize free parking at the City’s Avon Street municipal parking lot located near the Tustin Avenue and Avon Street intersection within Mariners’ Mile along Pacific Coast Highway.
This service is provided by the City of Newport Beach and funded through grants from the Orange County Transportation Authority (Measure M2 funds).

Expanded Peninsula, CdM Safety Zones to Begin Memorial Day Weekend
An expansion of Newport Beach's Safety Enhancement Zones will kick off this Memorial Day weekend, beginning at 12:01 a.m. on Saturday, May 24 through 11:59 p.m. on Monday, May 26.
The Safety Enhancement Zones now include West Newport and Corona del Mar on Memorial Day, July 4 and Labor Day weekends. Previously, the Safety Enhancement Zone was limited to July 4 on the Peninsula.
The City's goal is to maintain a safe, enjoyable environment for residents, visitors and families.
While a Safety Enhancement Zone is in effect, fines for violations of the Newport Beach Municipal Code are tripled. This includes, but is not limited to, infractions such as:
- Loud and unruly gatherings. Large parties that disrupt neighbors may result in fines of up to $1,500 for a first violation and $3,000 for subsequent offenses within 90 days. If a large gathering continues after police officers request it to stop, fines may be imposed in 10-minute increments of a continued disturbance.
- Noise, public intoxication, and other disturbances. Hosts and property owners are responsible for their guests’ behavior.
- Failure to comply with short-term lodging permit rules. This can result in $1,000 fines and permit revocation for at least 60 days.
- Use of fireworks. All fireworks are prohibited in Newport Beach, including those labeled “safe and sane."

 Join the Newport Beach Police Department (NBPD) for a special NBPD Mobile Café at 10:30 a.m. on June 7 at the Central Library, 1000 Avocado Ave.
The theme will be "Books & Badges Storytime" as the Newport Beach Public Library kicks off its summer reading program.
The event will feature NBPD officers reading aloud, answering questions, and giving children a behind-the-scenes look at what it means to serve and protect the community.

City to Host Flag Day Celebration June 14
Please join us at 11:30 a.m. on Saturday, June 14 at the Newport Beach Civic Center for a special event honoring the U.S. Army on Flag Day.

The public is invited to provide input on the City's Community Development Block Grant (CDBG) Five-Year Consolidated Plan (2025-2029) through an online survey or the upcoming community meeting.
The meeting and survey will gather public input on the short- and long-term needs of the community and help identify spending priorities for CDBG federal funding.
The community meeting will be at 2 p.m. on Monday, June 9 at the Marina Park Community Center, Bay Island Room, 1600 Balboa Blvd.
The CDBG Five-Year Consolidated Plan supports programs and projects that benefit those of low and moderate incomes as required by grants from the U.S. Department of Housing and Urban Development.
Interested residents, local public service organizations and other stakeholders are invited to attend the meeting and take the survey.

The draft environmental impact report for a proposed surf park development is now available online for public review and comment.
The Snug Harbor Surf Park project (shown in the rendering below) proposes to redevelop a 5-acre portion of the Newport Beach Golf Course, 3100 Irvine Ave., into surfing lagoons, a clubhouse building and a facility for athletes.
The City released a notice of availability (NOA) for the draft environmental impact report (EIR) today (Friday, May 23).
The NOA and draft EIR are available online. Hard copies are available at City Hall (Bay B) and all City libraries.
Comments can be provided by email through Monday, July 7 at 5 p.m.

The Newport Beach City Council recognized National Public Works Week at its May 13 meeting with a formal proclamation. The annual week-long event provides an opportunity for cities to recognize public works and utilities department staff members for their hard work and dedication.
This year is the 65th Annual National Public Works Week, celebrated from May 18 through May 24.
This year’s theme -- "People, Purpose, Presence" -- highlights three cornerstone ideals behind successful public works operations.

 This week, the City’s homeless outreach and response teams:
- Placed two people at the Costa Mesa Bridge Shelter.
- Placed a person at the County’s Bridges at Kraemer Place shelter in Anaheim.
- Enrolled five people into services.
- Continued to shelter people. Twenty-two people who had been experiencing homelessness in Newport Beach are sheltered in the Costa Mesa Bridge Shelter.

The next meeting of the Newport Beach City Council will be on Tuesday, May 27. A special joint meeting of the City Council and Finance Committee will begin at 4 p.m., followed by a study session and regular meeting beginning at 4:30 p.m.
Agenda items include:
- Review of the proposed fiscal year 2025-26 operating budget. Staff will present revenue assumptions, expenditure requirements and program enhancement recommendations included in the proposed budget and any revisions required to the proposed budget as originally distributed.
- Review of the proposed fiscal year 2025-26 capital improvement program (CIP) budget. Public Works staff will present the CIP budget through 2030-31, which includes public improvements, special programs, ongoing maintenance programs and implementation of City master plans.
- Creation of a volunteer historian laureate position. The general role of the historian laureate would be to increase public awareness of City history. The position would be nominated by the Mayor and appointed by the City Council to a four-year term with no term limits.
- Schedule June 10 for the City Council's annual budget public hearing and adoption. Under the City Charter, the City Council must set a public hearing date for the proposed annual budget, provide public notice and adopt a final budget by June 30. The preliminary budget document is available for public review on the City's website.
