The National Flood Insurance Program (NFIP), managed by Federal Emergency Management Agency (FEMA), provides essential flood insurance coverage in the United States, aiming to transfer financial risk from property owners to the federal government and reduce national flood risks through floodplain management standards. Participating communities benefit by receiving flood mapping, resilience funding, and risk reduction incentives. The NFIP has over $1.3 trillion in coverage nationwide and over $140 million in insurance claims paid to Michigan residents by the end of 2023. Participation in the NFIP is vital for property owners, particularly in high‑risk areas, as it ensures financial protection, compliance with mandatory insurance requirements for federally backed mortgages, and access to disaster assistance after floods.
In Michigan, more than 1,000 communities participate in the FEMA, NFIP. This webinar is an opportunity to learn about floodplain management, the flood provisions in Michigan Building Codes, and Michigan Environment, Great Lakes, and Energy’s (EGLE) Floodplain Authority found in state regulations. We will discuss what a floodplain is, what activities require a permit, floodplain development administrative responsibilities, and reviewing an Elevation Certificate. This course is designed for anyone involved in development within your community such as supervisors, clerks, building officials and inspectors, engineers, and surveyors. Building Officials can earn one (1) hour continuing education credit under Rules and Acts toward Act 54 hours.

This presentation will help answer this question and cover where the new zones are located, how to interpret FEMA maps around coastal areas, and will also include a summary on coastal floodplain requirements for development. Anyone involved or interested in development within coastal communities such as supervisors, clerks, building officials and inspectors, engineers, and surveyors are welcome to attend.
The Michigan Stormwater‑Floodplain Association (MSFA) Annual Conference was held on February 10‑12, 2025, at the Radisson Plaza Hotel in Kalamazoo.
At the 38th edition of the MSFA conference, 125 partners attended, including full and daily registrations, presenters, vendors, and sponsors. Attendees included local officials, surveyors, engineers, building inspectors, Federal and state employees from across Michigan. Speaker presentations included State and Federal program updates, review of floodplain and stormwater concepts, funding opportunities for local projects, hydraulic modeling approaches, advances in GIS/GPS technologies, flood mitigation case studies, stormwater management initiatives and updates on several ongoing stream/river restoration projects throughout the State of Michigan. During the conference, the MSFA also held its annual membership business meeting.
Planning has begun for the 39th MSFA Annual Conference to be held on April 22‑24, 2026, at the Ramada by Wyndham in Marquette.
