Oversee and coordinate professional program administration for DEED's state and federally funded broadband grant projects. Key duties include providing consultation, training, and technical guidance, as well as ensuring compliance with state and federal permitting laws and regulations. The role involves collaborating with agencies such as Minnesota Department of Transportation (MnDOT), State Historical Preservation Office (SHPO), Office of State Archeologist (OSA), Department of Natural Resources (DNR), and Tribal Historic Preservation Offices. Provide coordination and technical assistance to consultants, project leaders, and staff, while also developing and conducting training sessions on program administration. Review project submittals, participate in project consultation meetings, and make recommendations on eligibility and compliance with federal and state requirements for broadband projects funded through Broadband Equity, Access and Deployment (BEAD) and state Border to Border programs.

Lead and manage the State Services for the Blind (SSB) Disability Innovation Fund (DIF) award grant called Evolve Employment VR (EEVR). Provide overall strategic leadership and direction for the development of the grant activities, services, and resources. Direct and manage grant and partner relationships to ensure the grant's successful implementation and completion. Lead and supervise staff to facilitate effective and efficient operations to achieve strategic goals, objectives, and priorities. Oversee, audit, and evaluate grant processes and outcomes to ensure that objectives are achieved and aligned with EEVR. Partner with multiple organizations, groups, and stakeholders, including the Institute Community of Inclusion (ICI), the State Rehabilitation Council for the Blind, employers, community service providers, and New Americans.

Provide orientation and mobility instruction for consumers who are enrolled in the Workforce Development Unit and the Senior Services Unit. In addition to providing the instructional services, transact with Counselors in both program service areas to report on the consumer’s assessed needs and to report on the consumer’s progress as they undergo training.

Manage and optimize the Paid Leave division’s finance and budgeting functions, including accounting, financial planning, budget implementation, and forecasting processes. Be responsible for work that is both comprehensive and technical in nature, including analyzing financial data, identifying trends, and providing actionable insights to support decision-making and long-term financial strategies. Work closely with DEED’s Administrative and Fiscal Services (AFS) division and senior leadership within Paid Leave to manage the division’s budget.

Provide a wide range of administrative support to the Small Business and Innovation Office. Play a crucial role in maintaining office efficiency. Interact with internal and external partners. Be responsible for various tasks that are performed on behalf of the Office of Small Business and Innovation which include fiscal responsibilities, office support, communication, administrative procedures, and planning. Demonstrate technical proficiency to effectively meet the current and future needs of the office.

- Our 'Minimum Qualifications' are firm, not flexible. Your resume should clearly demonstrate how you meet both the minimum and preferred qualifications in plain language.
