Direct and manage a number of areas within the Unemployment Insurance (UI) program, including the Program Performance, Integrity, Reemployment Services, Employer Audits, and Special Programs units. Direct and oversee the completion of and compliance with mandated federal reviews and the submission of required federal reports, manage risk to the program by detecting and preventing fraudulent and malicious activity, ensure federal and state requirements are met for employment audits, and oversee the state’s Reemployment Services and Eligibility Assessment (RESEA) program.

Provide day-to-day technical assistance and guidance to Customer Care Representatives, ensuring that the team consistently delivers high-quality service and meets performance goals. Offer technical support and guidance to Customer Care Representatives, helping to resolve inquiries and operational challenges. Analyze agent performance and provide feedback to the Contact Center Supervisor, recommending changes to improve customer experience administration. Compile and review data to generate reports that offer insights into performance, operational trends, and program outcomes. Contribute to the assessment and implementation of program changes. Monitor and analyze contact drivers, identifying and addressing constituent pain points to improve service delivery.

Conduct legal research, writing, and analysis and provide legal advice to the Department on various complex and/or novel topics within the Department, including but not limited to, employment law, labor law, and affirmative action/equal opportunity matters. Conduct internal employment investigations. Handle external charges of discrimination. Assist with the Department’s complex and/or high-profile data practices activities including privacy and security incident analysis. Provide the Department with legal expertise to support the Department’s compliance with state and federal laws. Coordinate and consult with the Minnesota Attorney General’s Office regarding the Department’s legal disputes and litigation involving employment related matters. Develop and/or provide legal training on a variety of complex and changing area of topics to Department staff.

Provide supervisory direction, personnel planning, and quality assurance to Unemployment Law Judges conducting evidentiary hearings, issuing written decisions and other legal orders, and issuing orders on requests for reconsideration arising under Minnesota Statutes, Chapter 268 or other programs administered by this department. Participate in retention and succession planning, continuous improvement projects, improving business efficiencies, and reaching and maintaining consistent legal interpretations to guide the office. Perform related legal work and other duties, including appellate court work and conducting legal research, as assigned by the Chief Unemployment Law Judge or Director of Appeals and Legal Affairs.

The following benefits are available to any state employee whose appointment is at least six months long, whether temporary or permanent.
