Webinar training: Lifecycle Cost Analysis (LCCA) Form F
Please join us on July 11 at 11 a.m. for a virtual training on Form F, the lifecycle cost analysis tool required for the Investment Criteria Pathway of the Clean Buildings Performance Standard. The webinar will be technical and provide a step-by-step live walkthrough of how to enter data into Form F. The target audience is the qualified person and qualified energy auditor. The webinar will cover:
- Basic building information
- Building type and financing options
- Base case and alternative cost data entry
- How to include phase implementation through delays
- Utility data
- Executive summary and LCCA results

District Energy Systems: Opt-in or notify Commerce of your participation
Washington is leading the nation with existing building performance standards. The legislature recognizes that building decarbonization is necessary to achieve the state's climate goals. Thus, expanding the state’s building performance standard to include decarbonizing district energy systems in House Bill (HB) 1390.
Decarbonization plans are mandatory for state campus district energy system and optional for campus district energy system.
A state campus district energy system is a district energy system that provides heating, cooling, or heating and cooling to a campus through a distributed system providing steam, hot water, or cool water to five (5) or more buildings with more than 100,000 square feet of combined conditioned space, where the system and all buildings connected to the system are owned by:
- The state of Washington; or
- A public-private partnership including one public building owner and one private entity.
A campus district energy system is a district energy system that provides heating, cooling, or heating and cooling to a campus through a distributed system providing steam, hot water, or cool water to three (3) or more buildings with more than 100,000 square feet of combined conditioned space, where the system and all buildings connected to the system are owned by:
- A single entity;
- A public-private partnership in which a private entity owns the systems providing heating, cooling, or heating and cooling to buildings owned by one public entity; or
- Two private entities in which one private entity owns the buildings connected to the system and another private entity owns the system providing heating, cooling, or heating and cooling to the buildings.
To opt-in or notify Commerce of your participation, register your buildings connected to a district energy system by completing this registration form.
Opt-in or register no later than June 30, 2025.

Introducing Clean Building Performance Standards (CBPS) Office Hours
Beginning this week, we will host a monthly Office Hours session from 10 to 11 a.m.. This is a time set aside from regular trainings and workshops to connect with the Clean Buildings staff, ask questions relating to the standard or talk through a scenario you may be encountering.
CBPS Office Hours will take place on the 4th Tuesday of each month. You can register once and be registered for the entire Office Hours series.
