SUBJECT MATTER: |
Receive, consider, and act upon a contract renewal for pool chemicals, (C-2022-0221A2 and C-2022-0222A2) with Rommelmann Enterprises, LLC (DBA Big Tex Pool Supplies); |
FISCAL IMPACT: |
The contractor is requesting a 3% increase, which would place the value of the contract at $222,581 in 2025. This amount is $4,581 over the Aquatics Operations-Chemical Budget of $218,000. Actual expenditures have trended under budget in 2023 and again in 2024 by approximately $40,000. |
BACKGROUND: |
The Woodlands Township operates 14 swimming pools, six spraygrounds, and various fountains in Town Center, including the Fountains at Waterway Square. These facilities are maintained daily and require the application of chemicals to ensure safe water quality for users and compliance with applicable Texas State Department of Health codes. The current contracts for providing liquid and dry chemicals with Rommelmann Enterprises, LLC, DBA Big Tex Pool Supplies, ("Rommelmann") are set to expire on December 31, 2024.
The Board of Directors approved an agreement with Rommelmann for liquid and dry chemicals on September 28, 2022. The original term of the Agreement was for a period of 12 months. By mutual agreement, the contract may be extended on a month-to-month basis, not to exceed a 12-month extension at a time, for up to 36 months. Rommelmann has submitted a request to renew the contract (Attachment A) for a second, one-year renewal term, from January 1, 2025, through December 31, 2025, and has requested a 3% increase due to an increase in supply and labor costs.
Rommelmann has provided excellent service with zero instances of delayed delivery or facilities running out of chemicals. |
RECOMMENDATION: |
Approve a one-year contract extension for Aquatic Facility Chemical Delivery for liquid mini-bulk delivery and dry chemicals with Rommelmann Enterprises, LLC, DBA Big Tex Pool Supplies, and authorize the President/Chief Executive Officer to execute the necessary agreements as approved to final form by Township legal counsel. |
