SUBJECT MATTER:
Receive, consider and act upon a contract with JNE Tree Services for tree removal using existing contract unit prices (C-2024-0687); 
FISCAL IMPACT:
Due to years of drought and the impacts of Hurricane Beryl, The Woodlands Township has incurred unexpected and un-budgeted costs related to the cleanup and removal of trees from the community’s public spaces.

BACKGROUND:
The Woodlands Township has experienced significant impacts on the community’s forest for the past three years, including freezes, droughts, hurricanes and other storms. These events have caused a higher-than-normal number of trees to die and require removal. Year-to-date, there have been 5,525 trees removed from the Township’s public property. As of October 1, 2024, the Parks and Recreation Department has worked through the following:
 
  • Work orders with Contractors: 439
  • Work orders for In House Staff: 64
  • Tree work orders to be inspected: 110
  • For each site where there are trees removed, the site is identified as a potential reforestation site for the following year.
  • The Township currently contracts with Yellowstone, Brightview, Monster Tree, King Solomon, and Cypresswood for tree removal.
The bulk of the work, especially for the larger caliper trees, is conducted by contractors. On October 25, 2023, the Township Board approved three additional contracts to assist with the increased workload. Best Choice Tree Services was unable to obtain the necessary bonding. With the loss of one vendor and returning to non-emergency operations, additional contractors are needed to handle current work levels.

JNE Tree Services ("JNE") worked with the Township during recovery from recent storms using emergency purchasing provisions. Staff had no issues with the services they provided. JNE has agreed to perform tree removals and other services at the same unit prices as derived from the public bid under Contract Number C-2022-0475. (Attachment A)
 
RECOMMENDATION:
Approve a tree removal contract with JNE Tree Services and authorize the President/Chief Executive Officer to execute any necessary agreements as approved to final form by Township legal counsel.
