FY25 SolarAPP+ Grant Program RFI
The Maryland Energy Administration ("MEA") is releasing this request for information ("RFI") to solicit feedback from the public regarding current permitting practices as well as the design of its upcoming SolarAPP+ Implementation Grant Program ("SolarAPP+", "the Program"). Responses to this RFI will help aid the final program design. Specifically, MEA is interested in receiving feedback on the questions that follow. Local governments are highly encouraged to respond, especially to the questions that specifically seek information on local permitting practices. MEA is also interested in hearing from clean energy stakeholders, nonprofit advocacy organizations, subject matter experts (SMEs), and community members. 

Responses to this RFI are voluntary, and submitting or not submitting a response does not impact a local government's ability to apply for funds when the program is formally opened. Respondents may provide answers to all questions, or they may select specific questions to respond to. Responses are due to MEA by no later than 3:00 P.M. ET, Friday, August 23, 2024. MEA encourages submission sooner rather than later, as this will help us better understand the implementation environment and deliver an impactful program.

1. What software does your permitting office currently use to process residential solar permits? Please briefly explain how it works.

3. How familiar are you with the SolarAPP+ permitting software?
4. Have you looked into adopting SolarAPP+? If so, please explain what steps you have taken so far. If not, do you have concerns with SolarAPP+? If so, what are those concerns?
5. Some AHJ’s choose to adopt the stand-alone version of SolarAPP+ and some integrate SolarAPP+ with existing permitting software. Do you think you are more likely to adopt the standalone version or explore integrations?  If you intend to use the integrated method, please inform MEA of the current permitting system software that your permitting office uses.
