ANNOUNCEMENT ON FY26 MARYLAND SOLAR ACCESS PROGRAM - UPDATED JULY 8, 2025

The Maryland Energy Administration (MEA) will open the FY26 Maryland Solar Access Program (MSAP) for applications on July 21, 2025. ​MEA will accept applications under the FY26 MSAP for solar PV projects for contracts executed on or after June 13, 2025, contingent upon the solar PV installation contractor's completion of the FY26 MSAP Participating Contractor List application and MEA's approval. MEA has posted the FY26 MSAP information, including the Funding Opportunity Announcement, MSAP Consumer Protections Policy, and related documents below. 

MEA HAS ALSO OPENED THE FY26 PARTICIPATING CONTRACTOR LIST APPLICATION PORTAL. SEE THE "PARTICIPATING CONTRACTOR APPLICATION PORTAL" SECTION BELOW. SOLAR PV INSTALLATION CONTRACTORS THAT WISH TO PARTICIPATE IN THE FY26 MSAP SHOULD REVIEW THE PROGRAM DOCUMENTS AND APPLY AS SOON AS POSSIBLE.

FY26 MSAP INFORMATION BEGINS BELOW

Program Purpose: The Maryland Energy Administration (MEA) FY26 Maryland Solar Access Program (MSAP) is provided to help eligible Maryland residents install solar photovoltaic (PV) systems to power their homes with clean, affordable, and sustainable energy. This program was established by the Maryland General Assembly’s passage of the Brighter Tomorrow Act of 2024 (Chapter 595, 2024 Acts of Maryland), and is codified in §9-2016 of the State Government Article, Annotated Code of Maryland​. 

Program Description: The Maryland Solar Access Program is offered to Maryland residents who meet the program's income requirements on a first-come, first-served basis. Full income and eligibility requirements are provided in the Funding Opportunity Announcement (FOA), posted in the “Program Documents” section below. As required by statute, the application process will occur in two steps, further described in the “Type of Program” section below.

Type of Program: The FY26 MEA Maryland Solar Access Program will be a non-competitive program with awards made on a first-come, first-served basis. The application is a two-step process: an initial application to reserve funds and a solar installation completion verification.​ 

POLICY STATEMENT ON MARYLAND SOLAR ACCESS PROGRAM AND SOLAR ENERGY EQUITY PROGRAM GRANT FUNDING

A solar PV system that has already received funding from the Maryland Energy Administration’s Solar Energy Equity Grant Program (“SEE Program”), either through a county or municipal government, or a nonprofit organization, is not eligible for a Maryland Solar Access Program grant. MEA will cancel a Maryland Solar Access Program grant application if we discover that the solar PV system has received SEE Program funding. No exceptions will be made.

Important FY26 Program Notice:

MEA will accept solar PV contracts executed starting June 13, 2025, for the FY26 MSAP contingent upon the solar PV installation contractor's completion of the FY26 Participating Contractor List application and MEA's approval.

  • Track the status of your application or track your portfolio of applications
  • For contractors: Apply on behalf of your customer with proper documentation
To get started, simply create an account or log in if you already have one. Your information will be securely stored, allowing you to access and update your application at your convenience.

THE FY26 MSAP ONLINE APPLICATION PORTAL WILL BE POSTED ON JULY 21, 2025.

PARTICIPATING CONTRACTOR APPLICATION PORTAL

Contractors that participate in the MEA Maryland Solar Access Program (“Participating Contractors”) must agree to comply with the FY26 MSAP Consumer Protection Policy without exceptions. A solar PV installation contractor that wishes to participate in the Maryland Solar Access Program must apply for participation and be approved by MEA. All approved contractors will be posted on the program Participating Contractor List on the program webpage.

Participating Contractor List Application Availability: Solar PV installation contractors will have two (2) opportunities to apply for inclusion in the FY26 Maryland Solar Access Program, as follows:

  • Offering 1: July 8, 2025 - September 8, 2025

  • Offering 2*: December 15, 2025 - March 3, 2026
    *Subject to change pending utility rate publication dates.

PARTICIPATING CONTRACTOR LIST

The following solar PV contractors have been approved for participation in the Maryland Solar Access Program. MEA will only provide Maryland Solar Access Program grants for solar systems that are installed by contractors on this list. The Participating Contractor List will be updated periodically as more contractors are approved for participation while the application window is available.
