GSA CMO - GTIN Requirement for COTS Products - Market Research 

On behalf of the General Services Administration (GSA), Catalog Management Office (CMO), GSA is conducting market research to understand capabilities related to providing the below requirement:
The GSA Catalog Management Office (CMO) is conducting market research to better understand potential operational and technical challenges for industry partners to comply with a requirement to use Global Trade Item Numbers (GTINs) for all commercial-off-the-shelf (COTS) products listed on their Multiple Award Schedule (MAS) catalog. In particular, we are interested in how such a requirement may impact vendors that offer configurable products, or that do not currently assign GTINs at the individual product level.

Background:
GTINs are globally unique identifiers used to facilitate accurate product identification, standardization, and interoperability across supply chains. As the federal government continues to modernize catalog management systems and improve data quality, we are evaluating whether broader use of GTINs could support these goals - especially in relation to product traceability, de-duplication, configurability, and automation.

Types of GTINs include Universal Product Codes (UPC), European Article Number (EAN), Global Standards 1 (GS1), and ITF (standardized 14-digit barcode that utilizes the “Interleaved 2 of 5” symbology, commonly abbreviated as I2of5 or ITF).
