Veterinarian and veterinary technician continuing education, examination, and licensure requirements - reducing barriers.
The Veterinary Board of Governors (board) is proposing amendments to chapters 246-933 and 246-935 WAC to implement Second Substitute House Bill (2SHB) 1724 (chapter 425, Laws of 2023), codified as RCW 18.130.077. The board is also proposing general housekeeping by repealing the licensure examination rules that are no longer relevant.

Hospital At-home Services
The Department of Health (department) is proposing rules to establish operating standards and fees for hospital at-home services. The department is proposing amendments to WAC 246-320-199 and creating a new rule, WAC 246-320-278, to add hospital at-home services as a type of service offered by hospitals. The rules establish operating standards and create a fee to cover the costs of reviewing applications for the hospital at-home program.

Residential Treatment Facilities (RTF) regulations, private psychiatric hospital regulations, and behavioral health agency (BHA) regulations as related to licensing fees of Indian health care providers as establishments.
The Department of Health (department) is proposing a new rule in chapter 246-337 WAC and a new rule in chapter 246-322 WAC to establish fees necessary for the department to receive and process an attestation that a tribal RTF or tribal private psychiatric hospital meets state minimum standards for licensure. Additionally, the department is proposing updates to WAC 246-322-020 and 246-337-010 to clarify that the licensure process described in each section does not apply to tribes seeking licensure via attestation. Finally, the department is proposing to update WAC 246-341-0367 regarding BHA tribal attestation fees to align with the proposed RTF and private psychiatric hospital tribal attestation fees.

The Department of Health is proposing an amendment to the federal rule publication date to conform to U.S. Environmental Protection Agency (EPA) requirements. The proposed rule updates the publication date of federal rules adopted by reference under 40 C.F.R. Part 61 from 2024 to the most recently adopted 2025 version in WAC 246-247-035.

The Department of Health is proposing revisions to WAC 246-924-990, Psychology fees and renewal cycle, to implement recent legislation by: (1) updating application, renewal, and other fees for a psychologist license; (2) establishing a fee schedule for a licensed psychological associate license; and (3) establishing a fee schedule for participation in the Psychology Interjurisdictional Compact (Psypact).

Behavioral Health Agency (BHA) rules concerning reporting information about early release of individuals receiving substance use disorder (SUD) treatment.
The Department of Health (department) is proposing amendments to WAC 246-341-1108 to implement Second Substitute Senate Bill (2SSB) 6228 (chapter 366, Laws of 2024), that requires BHAs providing voluntary SUD treatment services to report to the department specific data on individuals who are voluntarily or involuntarily released from treatment early.

The Washington Medical Commission (commission) is proposing a new chapter of rule, chapter 246-921 WAC, Anesthesiologist Assistants, to implement Senate Bill (SB) 5184 (chapter 362, Laws of 2024) codified under chapter 18.71D RCW, which created the new Anesthesiologist Assistant license. The commission is proposing this new chapter to establish licensing regulations for anesthesiologist assistants.

Examination requirements for orthotists and prosthetists.
The Department of Health (department), along with the Orthotics and Prosthetics Advisory Committee, is proposing amendments to comply with recent legislation. To align chapter 246-850 WAC with Second Substitute House Bill (2SHB) 1724 (chapter 425, Laws of 2023), the department is proposing to amend the jurisprudence examination as a requirement for licensure and incorporating knowledge of professional jurisprudence into continuing competency requirements for orthotists and prosthetists. The department is proposing updates to WAC 246-850-060, 246-850-140, and 246-850-150.

The Department of Health (department) is proposing updates to its birthing center licensing rules to align them with current standards of practice and to implement necessary changes for this facility type.
