Subrecipients of the FY 2023 SLCGP may not use grant funds to supplant local funds. Grant funds must be used to supplement existing funds and not replace (supplant) funds that have been appropriated for the same purpose. Subrecipients may be required to supply documentation demonstrating that a reduction in non-federal resources occurred for reasons other than the receipt or expected receipt of federal funds.

In accordance with 2 CFR Chapter 1, Part 170 Reporting Sub-Award and Executive Compensation Information, the Michigan State Police, Emergency Management and Homeland Security Division, as a pass-through entity of federal funds, must file a Federal Funding Accountability and Transparency Act (FFATA) sub-award report for federal funds and report on subrecipient executive compensation, where applicable. Completing this form is required of grant subrecipients to assist with meeting this federal reporting requirement.
