As part of our ongoing modernization efforts, ETF is partnering with Benefitfocus to implement a new, fully integrated Insurance Administration System (IAS) called My Insurance Benefits.
My Insurance Benefits will first launch in July 2025 with a focused implementation for the Universities of Wisconsin. It will be available to all other employers offering ETF-administered insurance benefits in 2026.
My Insurance Benefits will replace the current system, myETF Benefits (MEBS), and serve as a single source for employee information related to insurance benefit administered by ETF. In addition to health insurance, the new system will support Uniform Dental insurance, supplemental dental insurance (Preventive, Select, and Select Plus), supplemental vision insurance, Accident Plan, income continuation insurance, life insurance, and pre-tax savings accounts (for state participants).
Note: long-term care insurance is out of scope and will not be included in the system.
Functionality
- Eligibility and Enrollment, including member decision support tools and flexible business rule configuration.
- Data Management through electronic file transfers and data integration between ETF, employers, and benefit carriers.
- Reporting and Analytics, including a library of standard reports and robust ad hoc query, reporting, and analytics functionality.
- COBRA Administration
- Billing and Payments, including direct-billing services and consolidated invoice management.
- Web-Based, Self-Service Functionality for all users, including ETF staff, members, employers, and third-party administrators.

This 30-minute video guides you through the member experience in My Insurance Benefits, helping you assist employees as they navigate the system. It covers basic navigation, new hire enrollment, dependent verification, and enrolling during qualifying life events.

A newsletter to keep you informed about ETF’s new Insurance Administration System. You’ll learn about system functionality, upcoming policy changes, key dates, system training, and support.
Marketing Toolkit
Utilize these ready-to-use resources to help promote and drive adoption of the new My Benefits system among your employees. The toolkit includes materials such as handouts, posters, PowerPoint slides, and web banners for intranet sites and social media platforms.
The toolkit will grow as we approach the launch of the new system and include materials for different scenarios such as new hires and life events.
