The following regulations reflect changes or additions to the permanent regulations listed in the current Oregon Sport Fishing Regulations. All other permanent regulations remain in effect. Please see e-regulations.‌‌

JACK LIMITS:

  • Chinook jack limits remain as specified in 2025 Oregon Sport Fishing Regulations.‌

AGGREGATE: The total number of fish or shellfish in a bag limit. Generally used where several species make up a combined bag limit, or where a single species bag limit is set for the combined harvest from a specified group of water bodies.

Alsea River and Bay and Drift Creek (Alsea Basin, Lincoln Co.)‌

  • August 1 – December 31: In areas open for Chinook salmon angling by permanent rules, no more than ten adult wild Chinook salmon may be retained for the period in aggregate.‌

Necanicum River‌

  • August 1 – November 30: In areas open for Chinook salmon angling by permanent rules:‌
    • Daily adult wild Chinook salmon bag limit is one fish.
    • No more than two adult wild Chinook salmon may be retained for the period.
  • December 1 – 31: Closed to angling for and retention of all Chinook salmon.‌

Nehalem River and Bay and North Fork Nehalem River‌

  • July 1 – November 30: In areas open for Chinook salmon angling by permanent rules:‌
    • Daily adult wild Chinook salmon bag limit is one fish in aggregate.
    • No more than two adult wild Chinook salmon may be retained for the period in aggregate.
  • December 1 – 31: Closed to angling for and retention of all Chinook salmon.‌

Nestucca River and Bay, Little Nestucca River, and Three Rivers‌

  • August 1 – November 30: In areas open for Chinook salmon angling by permanent rules:‌
    • Daily adult wild Chinook salmon bag limit is one fish in aggregate.
    • No more than five adult wild Chinook salmon may be retained for the period in aggregate.
  • December 1 – 31: Closed to angling for and retention of all Chinook salmon.‌

Salmon River‌

  • August 1 – December 31: In areas open for Chinook salmon angling by permanent rules, no more than ten adult wild Chinook salmon may be retained for the period.‌

Siletz River, Drift Creek (Siletz Basin, Lincoln Co.)‌, and Schooner Creek

  • August 1 – December 31: In areas open for Chinook salmon angling by permanent rules, no more than ten adult wild Chinook salmon may be retained for the period in aggregate.‌

Siuslaw River (mainstem), North Fork Siuslaw River, and Sweet Creek ‌

  • August 1 – December 31: In areas open for Chinook salmon angling by permanent rules, the daily adult wild Chinook salmon bag limit is one fish in aggregate. No more than two adult wild Chinook salmon may be retained for the period in aggregate.‌

Tillamook River and Bay, Kilchis River, Miami River, Wilson River, and Trask River‌

  • August 1 – November 30: In areas open for Chinook salmon angling by permanent rules:
    • Daily adult wild Chinook salmon bag limit is one fish in aggregate.
    • No more than two adult wild Chinook salmon may be retained for the period in aggregate.
  • December 1 – 31: Closed to angling for and retention of all Chinook Salmon.‌

Yachats River‌

  • August 1 - December 31: In areas open for Chinook salmon angling by permanent rules:‌
    • Daily adult wild Chinook salmon bag limit is one fish.
    • No more than two adult wild Chinook salmon may be retained for the period.

Yaquina River and Big Elk Creek‌

  • August 1 – December 31: In areas open for Chinook salmon angling by permanent rules, no more than ten adult wild Chinook salmon may be retained for the period in aggregate. ‌

Coos River and Bay, South Fork Coos River, and Millicoma River (Mainstem)

  • July 1 – December 31: In areas open by permanent rule, no more than ten adult wild Chinook salmon may be retained for the period in aggregate.‌

Coquille River (mainstem), East Fork, Middle Fork, North Fork, and South Fork (up to the USFS boundary near Powers)

  • June 1 – October 31: Use of bait is allowed. Spears and spear guns may be used to harvest smallmouth bass.‌

Elk River

  • July 1 – December 31: Closed to angling for and retention of all wild Chinook salmon. ‌

Floras Creek and New River

  • August 1 - December 31: In areas open for Chinook salmon angling by permanent rules,
    • Daily adult wild Chinook salmon bag limit is one fish.
    • No more than two adult wild Chinook salmon may be retained for the period.‌

Hunter Creek

  • October 1 - December 31:
    • The daily adult wild Chinook salmon bag limit is one fish.

    • No more than two adult wild Chinook salmon may be retained for the period.

Pistol River

  • September 1 – December 31:
    • Daily adult wild Chinook salmon bag limit is one fish.
    • No more than five adult wild Chinook salmon may be retained for the period.

Rogue River

  • In areas open for Chinook salmon angling by permanent rules, the Southwest Zone bag limits apply.

Sixes River

  • July 1 – December 31: In areas open for Chinook salmon angling by permanent rules:
    • Daily adult wild Chinook salmon bag limit is one fish.
    • No more than ten adult wild Chinook salmon may be retained for the period.
  • October 1 – November 3:
    • Closed to all angling from the Hughes House Boat Ramp upstream to the mouth of Crystal Creek.
  • October 1 through December 31:
    • Closed to all angling from Edson Creek upstream to the South Fork Sixes River.

Umpqua River (mainstem), Smith River (mainstem, Douglas Co.), and North Fork Smith River (Douglas Co.)

  • July 1 - November 30: In areas open for Chinook salmon angling by permanent rules and only on Tuesdays, Thursdays, and Saturdays:‌
    • Daily adult Chinook salmon bag limit is one fish in aggregate.
    • No more than one adult Chinook salmon may be retained for the period in aggregate.
    • The Department will close this fishery when it has determined 500 wild Chinook have been harvested.

Winchuck River

  • September 1 – December 31: In areas open for Chinook salmon angling by permanent rules:
    • Daily adult wild Chinook salmon bag limit is one fish.
    • No more than five adult wild Chinook salmon may be retained for the period.

Willamette Zone

Regulation updates as of June 2, 2025.

The following regulations reflect changes or additions to the permanent regulations listed in the current Oregon Sport Fishing Regulations. All other permanent regulations remain in effect. Please see e-regulations.

Willamette River 

  • Lower Willamette River downstream of Willamette Falls (including Multnomah Channel), and that portion of the Clackamas River downstream of the Highway 99 Bridge (just upstream of the confluence with the Willamette).
    • Two-rod validation allowed March 1 - Aug. 15, 2025.
    • Applies to all game and non-game fish (except sturgeon) when angling is open to hatchery Chinook, hatchery steelhead, trout, or warmwater game fish.
    • Kids under the age of 12 do not need a validation to use a second rod in areas where two rods are authorized.
  • Willamette River above Willamette Falls, including tributaries.
    • Two-rod validation allowed May 1 - July 31, 2025.
    • Applies to all game and non-game fish (except sturgeon) when angling is open to hatchery Chinook, hatchery steelhead, trout, or warmwater game fish.
    • Kids under the age of 12 do not need a validation to use a second rod in areas where two rods are authorized.

Pacific Lamprey Harvest

  • Open fishing area is the Willamette River at Willamette Falls on the east side of the falls only, excluding horseshoe area at the peak of the falls;
  • From one hour before sunrise until one hour after sunset daily from June 1 through July 31;
  • Authorization from the Oregon Fish and Wildlife Commission must be in possession by individuals collecting or possessing Pacific lamprey for personal use. Permits are available from ODFW, 17330 SE Evelyn Street, Clackamas, OR 97015. A valid tribal identification card serves as a collection permit;
  • Gear is restricted to hand or hand-powered tools only;
  • Report annual harvest [record cards must be returned] to the ODFW Clackamas office by August 31; and,
  • Harvesters must allow sampling or enumeration of catches by ODFW personnel.

Columbia River

Salmon, steelhead, and shad

Summer Season (June 16 – July 31)

Astoria-Megler Bridge upstream to the Oregon/Washington border (upstream of McNary Dam)

  • Retention of adult Chinook prohibited.
  • Retention of hatchery steelhead and hatchery jack Chinook1 allowed.
  • Continuing to angle for jack salmon after taking a daily bag limit of adult salmon or steelhead is prohibited.
  • Retention of sockeye allowed June 22 – July 6.
    • All sockeye are considered adults in the daily limit and must be recorded as adults on the combined angling tag.
  • When open to sockeye retention, the daily adult bag limit is two salmon/steelhead, but only one may be a hatchery steelhead and only one may be a sockeye.
  • When sockeye retention is closed, the daily adult bag limit is one hatchery steelhead.
  • Tanner Creek from the mouth upstream to the mainline railroad bridge will be closed to salmon/steelhead angling from June 16 – July 15.

1 The daily bag limit for jack salmon in Oregon is five fish per permanent regulation.

Sturgeon

See 2025 Oregon Sport Fishing Regulations for legal size, daily and annual bag limits, and sanctuary closure areas.‌

Columbia River Mainstem and Reservoirs: Buoy 10 to McNary Dam‌

  • Retention of sturgeon is closed. Catch-and-release fishing is allowed except in the sanctuary areas downstream from Bonneville, The Dalles, John Day, and McNary dams during May 1 – August 31.

What Can I Keep and How Many?

Reminders

Yelloweye and quillback rockfish are prohibited at all times and in all waters.

Cabezon are prohibited from January 1 - June 30, 2025.

Every vessel fishing for or possessing bottomfish, Pacific halibut, or flatfish in the ocean must have a functional descending device on board, regardless of depth. The device must be used to release any rockfish outside of 30 fathoms.
