Plan Tucson 2025: A Community Vision for Our Future

For two years, community members from every corner of Tucson have worked together to shape our city's future through Plan Tucson 2025. The comprehensive 20-year general plan reflects our shared goals and diverse aspirations by creating a roadmap that will guide Tucson's investments, programs, policies, and land-use decisions for the next two decades. 


This general plan update will guide every major decision we make as a city, including where new housing is located, how we invest in transportation, the type of economic development we pursue, and how we protect the desert landscape we all cherish. It's our roadmap for creating a Tucson that works for everyone.


On June 3, 2025, Mayor and Council unanimously adopted Plan Tucson 2025.

In November 2025, Plan Tucson 2025 goes before voters. This is the opportunity for the community to make their voices heard on the future of our city.

Phase 2: Define and Plan our Future (Summer 2023 - Summer 2024)

Develop policies to support our community vision(s), explore different growth scenarios, and consider tradeoffs.

Phase 3: Review and Refine (Fall 2024 - Spring 2025)
Finished

Share the preliminary draft General Plan Update, provide opportunities for comment, and refine it based on community feedback into a final draft for adoption.

Phase 4: Inform and Educate (Fall 2025)

Following plan approval by Mayor and Council, the team will educate voters and the general public about the ballot proposition to ratify the General Plan Update ahead of the election.
