Welcome to the Indiana Energy Assistance Program (EAP) Client Portal

Applications for program year 2024-2025 are open on October 1, 2024, at 8am EST and close on April 14, 2025 at 5pm. As an Indiana resident, you can use this portal to apply for utility bill assistance through the Low Income Home Energy Assistance Program (EAP). EAP is a federally-funded program through the U.S. Department of Health and Human Services (HHS). It provides a one-time benefit that can assist you with the high cost of electricity and heating for your home. However, an EAP benefit is not intended to cover all of your heating and electricity costs, so you need to continue to pay on your bills regularly.

Although IHCDA is the direct recipient of LIHEAP funding, it does not administer the Energy Assistance Program directly. Rather, all services are provided through a network of 20 Local Service Providers (LSPs). Each LSP has a set service territory determined by county, so what county you live in will dictate which LSP you work with.
