Project Background
The site is located between 1111 Army Navy Drive and 1400 South Joyce Street within LandBay N of the larger RiverHouse development. Its design and development will be led by the applicant, JBG Smith, and is associated with the construction of Building N1 identified in the RiverHouse Phased Development Site Plan. This space is identified in the Pentagon City Sector Plan as a key public space, one (1) acre in size, focused on providing casual use space to the Pentagon City area. The intent of the public space is to create a vibrant gathering place for the community that considers phasing in its planning.
A key feature of the Pentagon City Sector Plan is the "Green Ribbon," a recreational path network connecting all people in and around Pentagon City with park facilities and other destinations in 22202 and beyond. This RiverHouse site is meant to fit within the larger Green Ribbon network.
The site currently has surface parking above an existing garage serving the existing residential buildings at RiverHouse, and has 33 feet of grade change across the site. This presents grading and accessibility challenges, and limits the applicant’s ability to provide the full 1 acre of public space required by the Sector Plan in the near-term.

These challenges affect how this public space will be delivered:
- The public space will be delivered in two phases: The first phase, approximately 0.38 acre of the recommended one (1) acre, will come soon with the current final site plan for Building N1. This phase will include a 16-foot-wide section of Green Ribbon.
- The size and shape of this interim condition are based on grade issues and the need to maintain existing parking due to financing restrictions on existing, adjacent RiverHouse properties.
- The final condition will include the full one (1) acre as designated by the Pentagon City Sector Plan, excluding the 16 foot width for the public Green Ribbon access
- There is no site plan currently filed for Building N2 and the remaining 0.62 acres of public space required by the sector plan. No timeline has yet been presented for this phase.
Other open spaces, including Army Navy Drive frontage, will be addressed in future planning efforts.
