Project Background

The 4110 Columbia Pike redevelopment project is part of the County Board approved Master Financing and Development Plan (December 2023). The plan identified three proposed mini parks (total of 1.3 acres) that would be designed and constructed as part of the redevelopment of the Barcroft area. The 4110 Columbia Pike redevelopment is the first of these projects to include a mini park.
The proposed mini park would be located at the corner of Columbia Pike and South George Mason Drive. At the site today is a 7-Eleven and Penske truck rental. Centro Plaza is located across Columbia Pike and Doctors Run Park is further southeast along South George Mason Drive.

The project is located within the Neighborhoods Form Based Code area which dictates how the built environment around Columbia Pike should evolve over time. The Form Based Code document is quite prescriptive with uses in the park. For parks between 0.21 and 0.3 acres the park shall have signage, a pedestrian path, and a minimum of two bike racks, benches and trash and recycling receptacles. The park must also have an amenity from the "Additional Amenities" section of the table above. Also, at least 50% of the park must be unpaved and 25% of the unpaved pervious area shall be vegetated.
 
Lastly, there are some additional site constraints that have dictated the proposed design of the park. The County recently installed mechanical equipment at the intersection of Columbia Pike and South George Mason Drive that needs to be avoided. Additionally, utility lines underneath the mini park limit the space where trees can be placed. Finally, the Forestry and Natural Resources Plan, adopted by the County Board in December 2023, requires a 40% tree canopy coverage for the proposed park.
