Wisconsin Intellectual and Developmental Disabilities and Mental Health (IDD-MH) System Improvement

Wisconsin Intellectual and Developmental Disabilities and Mental Health (IDD-MH) System Improvement aims to improve systems and services for people who have IDD-MH needs. The project started in 2022 when the National Center for START Services evaluated the state’s service system for people with IDD-MH needs. The evaluation resulted in the START Scan (PDF).

The project steering committee released the Wisconsin IDD-MH System Improvement Report (PDF) in June 2024. This report is the work of more than 1,300 self-advocates, providers, and partners who collaborated to provide these recommendations through the project steering committee, subcommittees, and work group. The report gives 37 specific recommendations for improving systems and services for people with IDD-MH needs in Wisconsin.

Now, the project steering committee is choosing which of the 37 recommendations Wisconsin should start working on. Then, they’ll put together teams to figure out how to make these priorities happen, and how to turn plans into actions.

Creating a community of practice

People from across the state will need to work together to successfully implement the recommendations in the Wisconsin IDD-MH System Improvement Report (PDF). The Wisconsin Department of Health Services (DHS) does not own this work. While some recommendations fall within DHS control, many rest with partners, providers, advocates, and others. This is the Community of Practice.

Three teams will organize around this work. See the Team Structure Visual (PDF) for more information.

  • Community of Practice
    • Anyone interested in the topic will stay up to date on implementation plans, offer feedback and ideas, and share knowledge.
    • To join the Community of Practice, sign up to get email notices with news and opportunities to get involved. If you signed up for this email list previously, you’re already included in the Community of Practice.
  • Subcommittees
    • Community of Practice members and other experts will implement and advise on specific recommendations and report back to the steering committee.
    • The steering committee will begin recruiting subcommittee members in April 2025. If you haven’t already, make sure to sign up to get email notices with news and opportunities to get involved.
  • Steering Committee
    • Representatives of the Community of Practice and other experts will choose recommendations to implement, create short-term subcommittees, and track progress.
