FEMA’s Hazard Mitigation Assistance (HMA) programs provide funding for eligible mitigation activities that protect life and property from future disaster damage to build a more resilient nation.
FEMA has released Version 2.1 of the HMA Program and Policy Guide (HMA Guide). This guidance is effective as of January 20, 2025, and reflects Administration and Agency priorities including recent executive orders and Federal Regulatory updates.
Version 2.0 of the HMA Program and Policy Guide, effective as of July 30, 2024, has been archived.

Key Updates
Version 2.1 of the HMA Guide incorporates:
- Edited language to ensure compliance with administration priorities and removed references to rescinded Presidential Executive Orders.
- Edited language based on updates to 44 CFR Part 206, which were effective as of August 15, 2024.
- Edited language regarding HMGP application submission to ensure compliance with changes to 44 CFR Part 206.
- Updated the HMGP application period from 12 to 15 months, per updates to 44 CFR § 206.436.
- Edited language based on updates to 2 CFR Part 200, which were effective as of October 1, 2024.
- Updated and corrected citations throughout the document to reflect regulatory changes.
- Removed nature-based solutions overview to reduce superfluous language and align with the spirit of the Presidential Executive Orders.
- Removed the eligibility of standalone extreme temperature and standalone air quality projects.
- Updated environmental and historic preservation eligibility requirements to reflect Presidential Executive Orders.
- Removed requirement to adhere to the Federal Flood Risk Management Standard via Executive Order 13690, per Executive Order 14148.
- Made administrative updates and reduced duplicative language throughout the document.

Guide Applicability
The HMA Guide covers four mitigation grant programs:
- Building Resilient Infrastructure and Communities (BRIC)
- Flood Mitigation Assistance (FMA)
- Hazard Mitigation Grant Program (HMGP)
- Hazard Mitigation Grant Program Post Fire (HMGP Post Fire)
The effective date of Version 2.1 of the HMA Guide is January 20, 2025, and supercedes Version 2.0 of the HMA Guide.
Version 2.1 of the HMA Guide applies to the HMA programs as follows:
- For Building Resilient Infrastructure and Communities and Flood Mitigation Assistance, the 2024 HMA Guide applies to applications/subapplications submitted and awards/subawards made under BRIC and Flood Mitigation Assistance NOFOs issued on or after January 20, 2025.
- For the Hazard Mitigation Grant Program, Version 2.1 of the HMA Guide applies to major disaster declarations issued on or after January 20, 2025, unless indicated otherwise.
- For the Hazard Mitigation Grant Program Post Fire, Version 2.1 of the HMA Guide applies to Fire Management Assistance Grant declarations issued on or after October 1, 2024, through the entirety of the open application period.
