The following provisions supersede the Online Sale Terms and Conditions which you accepted when you first registered. By submission of your bid on this auction, you hereby agree to the terms and conditions of this auction including these amended provisions:
This auction is subject to the following provisions:
- These items are subject to the International Traffic in Arms Regulations (ITAR) (22 C.F.R. Parts 120 through 130);
- Bidders must be a U.S. Citizens to participate in this auction; and
- Bidders must not be listed on the Department of Commerce's Denied Persons List, Department of State's Debarred Parties List, as well as the Excluded Parties List System.
If the successful bidder designates a third party removal agent to remove the property, the successful bidder must:
- (1) Declare under the penalty of perjury that they are a U.S. citizen; and
- (2) Send the attached Declaration of citizenship notarized by a Notary Public to NASA 48 hours prior to removal.
At the time of removal, the successful bidder and/or their third party removal agent will be required to show the following documentation:
- A current and undamaged U.S. Passport; or
- Two forms of identification to include (1) proof of U.S Citizenship in the form of a certified birth certificate issued by the city, county or State; Consular Report of Birth Abroad or Certification of Birth (Form FS-240, FS-545 or DS-1350); or Naturalization Certificate (Form N-550 or N-570) or Certificate of Citizenship (Form N-560 or N-561), and (2) proof of identification in the form of a Government or State issued photo ID.
When bidding, bidders must read & accept the U.S. Export Control Certification.
Only people who are either U.S. citizens or Lawful Permanent Residents (LPRs) are allowed to inspect or collect surplus personal property at NASA's Johnson Space Center (JSC).
If you successfully bid on items, you are responsible for removing them from the JSC premises and you cannot throw them away in the trash bins on site.

How Are Tie Bids Resolved in GSA Auctions? If the greater proxy limit exceeds the lesser proxy limit by the bid increment, then a bid equal to the lesser proxy limit plus the bid increment will be placed. If the greater proxy limit does not exceed the lesser proxy limit by the bid increment, then the greater proxy limit's maximum bid will be placed.Increasing Your Maximum BidYou can increase your maximum bid if you are currently the winner in an auction. All auctions are not subject to the reduction of bid increment rule. Here's an example: A bid increment is set at $25.00 for an auction. A No-Bid-Period has been set for 2 days at a reduction rate of 10 percent and a reduction limit of $20.00. After 2 full days of inactivity for the auction, the bid increment will be reduced by 10 percent now making the current bid increment $22.00. 10 percent of $25.00 = $2.50 rounded to the nearest dollar $3.00. The reduction is repeated for multiple inactivity periods until the reduction limit is reached or auction closes.Closing Rules

How To Bid
Placing a BidAuctions for real property accept flat or automatic bids.
Flat bidA flat bid is for an amount at least the current bid plus the posted minimum Bid Increment. If the bid is greater than another bidders automatic bid, the system will consider this flat bid as the current (high) bid. If the bid is less than or equal to another bidders automatic bid, the system will record the bid but it will not be considered the current (high) bid.
Automatic bidAn automatic bid is an amount that you set above the posted minimum bid. Realestatesales.gov will use as much of your bid as needed to make you the current winner of the auction or to meet the auction reserve price. The system will automatically apply the minimum Bid Increment up to the total amount bid to make you the current winner of the auction or to meet the auctions reserve price. Your automatic bid amount is not shown to other bidders until it is reached through competitive bidding. You may change your bid amount but not less than the next bid increment amount.

Bidders should check the sale frequently for announced changes.
Note: When "Compatible" bidding occurs (two or more bids of the same amount are submitted), the "high bid" is determined by GSA Auctions system's evaluation, based on the time of submission and/or by proxy.
