    This auction is subject to the following provisions: This item is non-functional Federal Electronics Assets (FEA) and in an effort to improve the management of electronics in the United States, the Federal Government issued the National Strategy in July 2011. The National Strategy, in a section entitled, "Ensure that the Federal Government Leads by Example," mandates that non-functional FEA be directed to third-party certified refurbishers or recyclers. In support of the National Strategy, GSA requires that Federal agencies only dispose of non-functional electronic equipment using contracts with sales or sales to refurbishers or recyclers certified under an accredited, third-party electronics recycler certification program, or manufacturer take-back programs that utilize refurbishers or recyclers certified under such a certification program.
    The Federal Government has determined that improper handling and disposal of non-functional electronics may have potentially harmful effects on human health and the environment. Certified recyclers and refurbishers are able to properly handle, manage, and, if necessary, dispose of non-functional FEA. They are able to offer the Government protection against improper handling and disposal, whereas non-certified parties are not. Both of these certification programs offer concrete assurances that non-functional FEA is handled properly to protect the public's health and safety, while non-certified recyclers are not held to such standards. GSA is unwilling to take the risk that a non-certified recycler may act in a manner that may endanger public safety and health either domestically by dumping products in landfills or internationally by exporting electronic waste to developing nations for uncontrolled demanufacturing/recycling.

It is highly recommended that you inspect the property before bidding. Deficiencies when known have been added to the item description. The absence of any deficiencies does not mean that none exists. Successful bidders should contact the custodian prior to removal for specific building and loading policies. Bidders must comply with all building rules and policies during the removal process.     The following provisions supersede the Online Sale Terms and Conditions which you accepted when you first registered. By submission of your bid on this auction, you hereby agree to the terms and conditions of this auction including these amended provisions:

    This auction is subject to the following provisions:

    • These items are subject to the International Traffic in Arms Regulations (ITAR) (22 C.F.R. Parts 120 through 130);
    • Bidders must be a U.S. Citizens to participate in this auction; and
    • Bidders must not be listed on the Department of Commerce's Denied Persons List, Department of State's Debarred Parties List, as well as the Excluded Parties List System.

    If the successful bidder designates a third party removal agent to remove the property, the successful bidder must:

    • (1) Declare under the penalty of perjury that they are a U.S. citizen; and
    • (2) Send the attached Declaration of citizenship notarized by a Notary Public to NASA 48 hours prior to removal.

    At the time of removal, the successful bidder and/or their third party removal agent will be required to show the following documentation:

    • A current and undamaged U.S. Passport; or
    • Two forms of identification to include (1) proof of U.S Citizenship in the form of a certified birth certificate issued by the city, county or State; Consular Report of Birth Abroad or Certification of Birth (Form FS-240, FS-545 or DS-1350); or Naturalization Certificate (Form N-550 or N-570) or Certificate of Citizenship (Form N-560 or N-561), and (2) proof of identification in the form of a Government or State issued photo ID.

    When bidding, bidders must read & accept the U.S. Export Control Certification.

    Only people who are either U.S. citizens or Lawful Permanent Residents (LPRs) are allowed to inspect or collect surplus personal property at NASA's Stennis Space Center (SSC).

    If you successfully bid on items, you are responsible for removing them from the SSC premises and you cannot throw them away in the trash bins on site.
