Public Hearings & Comment Periods

The Commission welcomes and encourages public input on utility rate and siting cases and proposed rules and regulations. There are two ways for citizens to participate in the formal regulatory process. The first is to attend a public hearing. The second is to submit a comment during the open comment period. Comment Period is currently open on Black Hills rate increase request

Black Hills is requesting to increase rates by $17.2 million to recover costs already incurred by the company to support safe and reliable delivery of natural gas to customers. If approved, the average residential bill would increase by 17.6%. For a customer with average usage, that equates to an increase of approximately $11 per month to take effect in the second half of 2025.

A public hearing was held on Tuesday, April 29 in Wichita to give Black Hills customers an opportunity to learn about the company's application, ask questions, and make public comments before the Commission. A recording of the hearing is available on the KCC’s YouTube channel.

Public Hearing/Comment Period scheduled on Evergy request to raise rates

Evergy has filed an Application with the Kansas Corporation Commission requesting a $196.4 million (8.62%) rate increase for Evergy Kansas Central (EKC) customers.  If approved as filed, the new rates would take effect in September 2025, resulting in an average monthly increase of $13.05 for residential customers. Evergy’s Application requests updated prices to include nearly $1 billion investment in infrastructure that serves customers, adjustments for overall cost of capital and increased operating expenses. Evergy’s request does not include costs related to the Panasonic Electric Vehicle battery plant or the two natural gas plants that Evergy has announced it plans to build in Kansas. It includes a program offering monthly credits to income eligible customers.

The KCC held public hearings in Wichita on June 11 and in Topeka on June 16. At the hearings, Evergy Kansas Central customers had the opportunity to learn about the proposal, ask questions, and make public comments. The hearings were recorded and are available on the KCC’s YouTube channel
