Dispute of Ownership and Stolen Vehicle Information Sheet​

This form provides general information about what to do if a vehicle has been stolen. It also explains what is required by DMV to process requests for administrative notations on DMV vehicle records.

Use the Fraud Prevention Complaint Form​ to submit your inquiry for any of the following reasons:

  • Identity Theft Concerns - e.g., DMV information or identity has been stolen or compromised. You may also visit the Identity Theft page​ for more information.
  • Counterfeit license inquiries.
  • DMV Workplace Misconduct - e.g., Reports of DMV staff behaving inappropriately, or utilizing DMV resources outside of the scope of their assigned duties, etc.
  • Residency/domicile fraud.

These are fake messages designed to get you to click on a link and provide personal information or send money. 
  • We recommend ignoring, deleting and blocking texts or emails requesting personal information on behalf of DMV or ODOT.
  • You can report scams and suspicious communications to the U.S. Federal Trade Commission​. It will help to include the phone number from which the text originated, and any website listed within the text.
  • The Port of Hood River does administer a tolling program and under ORS 381.312(3)(a)(B), ODOT will not allow a person to renew registration on a vehicle with unpaid tolls. In this case, we do send notice to individuals with unpaid tolls. However, these notices are sent by physical mail, not text or email.​
