The Dry Creek and Crystal Creek culverts were in poor condition and needed to be replaced. In 2023, a storm washed out the Crystal Creek culvert, requiring a full road closure for emergency repairs.
Now, we're returning to replace the Crystal Creek temporary bridge and the Dry Creek culvert by building two new permanent bridges.
Usually, we keep a road closed for the duration of a project when we're building a new bridge – but we're doing this project a little different.
We're building each bridge one lane at a time to reduce traffic impacts. This means you'll be able to get through the work zone on a single lane most of the time during construction work.
The new bridges will help keep the road open to traffic during and after large storms. They will also improve passage for native fish migrating through the area.

While the funding crisis is having a profound effect on ODOT’s maintenance and operations, most construction projects will continue as planned. These projects are typically funded through separate capital programs, often with state or federal funds that are legally restricted to project development and cannot be redirected for maintenance or day-to-day operations.
Delays may still occur due to a reduced workforce. Fewer available staff for traffic control, inspections and project oversight could slow down timelines or introduce challenges in project delivery.
