Welcome, Tucson!

Community members are helping shape the future of Tucson through the development of a new 20-year general plan that reflects our shared goals and diverse aspirations. The goals and policies outlined in the updated Plan Tucson will guide the City’s investments, programs, policies, and land-use decisions for the next two decades.


The Plan Tucson 2025 Public Hearing was held as scheduled on May 20, 2025. During the hearing, the Mayor and Council received several requests for edits and refinements to the draft plan. Following the discussion, they formally closed the public hearing and continued the item to the Study Session and Regular Meeting on or before Tuesday, June 17, 2025 to incorporate the feedback received from the public hearing at council's direction.

Draft for Mayor and Council Review

Following an extensive review and community engagement process, we are pleased to announce that the Planning Commission has voted 8-0 to forward a favorable recommendation to the Mayor and Council on the Plan Tucson 2025 General Plan Update, with proposed modifications that reflect important community and stakeholder input.

Key Updates and Recommendations:

The Planning Commission recommended several additions to strengthen the final draft:

  • Affordable Housing: New language addresses concerns about obstacles to developing more affordable housing.
  • Transparency and Accountability: Direction to create an Annual Report has been added, ensuring clear and ongoing updates on the Plan’s progress over the next 10 years.
  • Administrative Flexibility: Language has been included to allow for administrative amendments to the Plan if necessary.

Moving Forward:

The final draft of Plan Tucson 2025 reflects the collective input of our community, Planning Commission, and stakeholders. It lays the foundation for a more inclusive, resilient, and vibrant Tucson for the decade ahead.
