The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers and retirees of the United States. The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information DOL's key technology solutions and leadership. The Applications Software position performs work that involves the design, documentation, development, modification, testing, installation, and support of new or existing applications software in support of Agency requirements.

  • Work closely with the Operations support team(s) as needed to resolve issues relating to hardware and software integration and database development efforts, and with the Security team to validate system security and to update security documents as needed.
  • Investigate and analyze a variety of unusual problems, questions, or conditions associated with a particular application, systems issue, or specialty area; formulation of projects or studies such as those to substantially alter major systems; or establishment of criteria in an assigned application, system, or specialty area.
  • Incorporate advanced programming techniques and concepts to include workflow products, re-useable code, rules-based engines, portals, modular programming with shorter development cycles, etc., in order to cut costs, save time, and maximize efficiency.
  • Design, develop, and manage systems that meet current and future business requirements.
  • Communicate complex technical requirements to non-technical personnel.
  • Influence and persuade employees and managers to accept and implement findings and recommendations.
  • Provide expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues relating to design and development tools and practices.
  • Translate systems requirements into applications prototypes/wireframes.
  • Plan and design systems and applications architecture.
  • Design and develop user interfaces. Developing database schemas. Writing, debugging, and maintaining code according to organizational standards. Developing use/test cases and test plans.
  • Coordinate and works with the Quality Assurance/Configuration Management team throughout a life cycle development project or during the test phase of any effort that includes changes in code.
  • Lead programmers during the design and development phase of IT projects.
  • Participate in project management activities to include development of statements of work/scope definitions, project planning and tracking, and project risk identification and mitigation.
  • Function as a member of a project team of analysts and developers working closely with the end-users and system analysts to understand program office requirements and system/program requirements.
  • Contact with IT specialists and employees in related or support units within the immediate organization, subject-matter specialists and clients in other program offices, Department-level work-groups and committees on an ad hoc basis.
  • Must be skillful in approaching contacts to obtain the desired results; e.g., narrowing the scope of a project in order to meet time or resource constraints.
  • Conduct and participate in peer reviews and walk-throughs.
  • Perform other duties as assigned.

Qualifications

You must meet the Specialized Experience to qualify for Information Technology Specialist, as described below.

For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-13 includes:

  • Experience with front end development preferably using Angular, Typescript/JavaScript.
  • Experience in the application of software design concepts and methods sufficient to lead a multifunctional development project in software analysis, design, development, and implementation for a new system or major enhancement to an existing system.
  • Experience in the application of software design concepts and methods sufficient to assess the feasibility of adopting new software design technologies within the current systems environment and develop best practices guides for use by other applications software teams.

In addition to the above, applicants must meet the Basic Requirement with the IT-related experience demonstrating each of the four competencies listed below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
